Tony Roos, PE
Associate Engineer at Kittelson

Tony Roos leads the roadway design group at Kittelson & Associates. He is responsible for strategic marketing initiatives, lead tracking, and leading competitive proposals.  An experienced civil engineer, specialized in roadway design, Tony has helped communities throughout Oregon build beneficial multimodal transportation facilities. He has executed more than 50 design projects ranging in values of $100K to $10M. His 20 years of experience includes working in the public and private sector. In 1997 he started his career at Multnomah County as an inspector for the Bridge Shop, climbing Portland’s bridges. For two years, he worked at Washington County in the Capital Projects Division managing county road improvements.

Tony is engaged in the transportation industry, which includes volunteering on the Yamhill County Road Improvement Advisory Committee and the Newberg Traffic Safety Committee. He holds board positions on the Oregon Chapter of American Public Works Association, Portland Post of Society of American Military Engineers, and the American Council of Engineering Companies of Oregon. He is also a varsity football referee, serving the entire Portland area.



Tracy Sagal
Senior Procurement Analyst at Metro

As the Senior Procurement Analyst at Metro, Tracy’s role focuses on advancing sustainability and equity in contracting. In this role, she performs small business outreach and engagement. She also organizes trainings to help small businesses learn about opportunities for becoming COBID certified and contracting with public agencies. Tracy works as a liaison between businesses and Metro departments working toward diverse and successful contracting. Before joining Metro, she was a sustainability consultant helping clients from the public and private sector measure, manage and market their sustainability performance. At this small firm, she was also the marketing lead and wrote proposals for public contracts on behalf of the certified Emerging Small Business. Tracy’s interest in sustainability and equity is supported by a background of complementary undergraduate studies in liberal arts and humanities, followed by an MBA in Sustainable Business Practices.  A native Oregonian, she has spent time living in Ecuador and Chile, and speaks Spanish fluently. When she is not in the office, Tracy enjoys being crafty, spending time outdoors, and playing with her two dogs and two cats.


Linda Degman
Director, Bond Program at Portland Community College

Linda has been at PCC for over 15 years working on planning, design, and capital construction throughout her tenure. With the passing of the 2017 Bond Program, this will be the third program she has worked on since joining PCC. As the director she is responsible for overseeing the work on all the campuses and centers and has a broad view of the college and the many aspects of the programs and services PCC offers to support the entire community.

Linda holds a Bachelors of Science degree and a Masters in Public Administration, both from Portland State University. She is an active member in the Society for College and Urban Planning (SCUP), served on the Beaverton School Board, and is active in her community.


Scott Dreher, PE
Senior Program Manager at City of Hillsboro

Scott Dreher is the Capital and Development Services Program Manager in the Public Works Department for the City of Hillsboro.  Scott is responsible for managing a program with a budget of $50M for design and construction contracts to add, improve, and extend the life of the City’s infrastructure.  He has been with the City of Hillsboro for 3 years now and brings with him 20+ years’ experience as a consultant.
